Nipun Bharat Baseline Survey 2023-24
The Ministry of Education has launched a National Initiative for Proficiency in Reading with Comprehension and Numeracy (NIPUN Bharat), to ensure that all children in the country necessarily achieve basic literacy and numeracy (FLN) by the end of grade 3, by 2026 -27.
The National Mission, which was launched under the auspices of the centrally sponsored Samagra Shiksha scheme, will focus on providing access and retaining children in the critical years of schooling; development of teaching capacities; development of high-quality, diversified learning materials/resources for students and teachers; and monitoring of each child's progress in achieving learning outcomes.
The Department of School Education and Literacy of the Ministry of Education (MoE) will be the implementing agency at the national level and will be headed by a Director of Mission.
FLN Mission - Framework, Study Material, Test Papers, Patrako
The mission will focus on children in the age group of 3-9 years, including preschool up to grade 3. Children who are in class 4 and 5 and have not reached the fundamental skills will receive individual guidance and support from the teacher, peer support and complementary and age-appropriate teaching materials to acquire the necessary skills.
The goals and objectives of the mission must be achieved by the entire Government, Gob. Assisted and private schools so that universal acquisition of FLN skills can be achieved by 2026-27.
What is fundamental literacy and numeracy?
Foundational literacy
Pre-existing knowledge of the language helps develop language literacy skills. The key components in Foundational Language and Literacy are:
Oral Language: Development Includes enhanced listening comprehension; oral vocabulary and extended conversation skills. Oral language experiences are important for the development of reading and writing skills.
Decoding: Involves deciphering written words from an understanding of the relationship between symbols and their sounds.
Reading fluency: refers to the ability to read a text with accuracy, speed (automatism), expression (prosody), and comprehension that enables children to understand the meaning of the text. Many children recognize aksharas, but laboriously read them one by one.
Reading Comprehension: Involves constructing meaning from a text and thinking critically about it. This domain covers the skills of understanding texts and retrieving information from them, as well as interpreting texts.
Writing: This domain includes the skills of writing aksharas and words, as well as writing for expression.
Foundational Numeracy
Fundamental arithmetic means the ability to reason and apply simple numerical concepts in solving problems of daily life. The main aspects and components of early mathematics are:
Pre-Number Concepts: Counting and Understanding the Number System
Numbers and operations with numbers: learn the conventions necessary for the mastery of mathematical techniques, such as the use of a base ten system to represent numbers
Shapes and Spatial Understanding: Make simple calculations your way up to three-digit numbers and apply them to your daily activities in different contexts
Measurement: understand and use standard algorithms to perform addition, subtraction, multiplication, and division operations on numbers up to three digits
Data management: identify and extend simple patterns from repetitive shapes to patterns in numbers, interpret simple data/information in their activities of daily living;

Objectives
Ensuring an inclusive classroom environment by incorporating play, discovery and activity based pedagogies, linking it to children's daily life situations and the formal inclusion of children's home languages.
Enabling children to become motivated, independent, and engaged readers and writers with comprehension who possess sustainable reading and writing skills. • Help children understand reasoning in the domains of number, measurement, and shapes; and enable them to become independent problem solvers through numerical and spatial comprehension skills.
Ensure the availability and effective use of high-quality, culturally responsive teaching and learning materials in children's family/home/mother language(s).
Focus on continuous capacity development of teachers, principals, academic specialists, and educational administrators.
Actively engage with all stakeholders ie teachers, parents, students and community, policy makers to build a strong foundation of lifelong learning.
Ensure assessment 'as, of and for' learning through portfolios, group and collaborative work, project work, quizzes, role plays, games, oral presentations, quizzes, etc.
To ensure monitoring of the learning levels of all students.
